Well, you need to be active (on the forums), spend a lot of time on Warframe (1000+ hours?) and know a lot of things about it, from what I know. So in short, I guess you just need to be a committed Warframe forumer/player, I guess. Halloween may as well be spray painted cardboard and a modified taped up walmart face mask as long as it can survive one night. I'd Create patterns with paper sheets to fit the body. then carve EVA foam and cut ABS plastic for particular body parts from the patterns. ABS would be good for Excal bracers and legs, smooth stiff and shiny black. EVA for stalkers Mask and the bracer spikes and spine. Can use thinner foam for the various highlights of the torso and legs. Excal body is pretty simple compared to most. If I was to go through the effort, I'd be Oberon Feyarch Skin.
