Not having my attributes go up after leveling up

I started out with 24 attribute points or whatever with my Frost warframe but when i was done doing a mission I had leveled him up to level 6 and I didn't get any more attribute points or whatever they're called (i should know what they're called) same thing happened with my secondary weapon. I just quit the game, so maybe if i reload it, t'll fix itself, if not, i would just like to know what happened, or I could be totally wrong about this. Thank you so much for reading this guys <3

It's normal, your gear now gets Capacity equal to your Mastery Rank (x2 if Potato'd)
until you rank it past your MR, at which point you'll gain Capacity as before up to 30 (60).

so basically my capacity won't go up for anything until i pass my MR? which for me is rank 10, and this goes for everything like frames and weapons, etc?
