Even though I know a new warframe is being made, and this idea is likely to get shot down I'll give it a try.

 

Warframe Name: Paricia  (based on the Incan god, who would sent a flood of water to kill humans who did not respect him.)

 

Gender: Male

 

Health 75.0 Power 150.0 Armor 10.0 Shield Cap 75.0 Shield Recharge 22.5 Sprint Speed 1.2

 

Abilities -

Hydrates: lets loose a highly pressurized stream of water (energy cost is 25)

-base damage is only 50.

-can interact with other elemental warframe.

  >while in Frost snow globe ability it allows the water to turn into a icicle spear allowing puncture and armor ignoring dmg 60?

  >firing Hydrate in Volt's electric shield will turn hydrate into a chain stun ability, duration is around 2-4 seconds

  (Ember and Saryn, any ideas how to implement their elements with water?)

 

Blood Rush: Paricia will control the enemy unit's blood cells, allowing you to control the unit for a short duration or if its HP drops, which gives you some stealth abilities, while attacking them from behind the front lines. (energy cost 50 or 75)

-range could be around 10 meter to control the enemy

-duration 15-20 seconds

-your body is in a vulnerable state

-blue outline to tell the unit is being controlled

 

 

Hydrophobia: Creates a shock wave like blast that will enable all team mates in the surrounding area to enable them to absorb damage, due to every single cell in the molecular level is now that of the state of liquid. (energy cost 100)

-duration is 10 seconds

-range 20 meters

-cast time 3 seconds

 

Hydro power:  Fires off a stream of water to allies around Paricia where the liquid will start to move at a rapid speed within the armors reactor giving off a unlimited amount of shield and energy for a short amount of time. (energy cost 120)

-cast time is 4 seconds

-range is 10 meters

-duration is 10 seconds

-unlimited energy can't be used again for another hydro power due to cool down of 15 seconds

hydrophobic cells repel water, and therefore you power does not fit.

 

hydrophilic cells/molecules love water and bonding to water, this would be a better name even though i dont think adjectives make good names.

You should call it Blastoise and rename the powers:

Hydrates to Hydro Blast

Blood Rush to Water Pulse

Hydrophobia to Earthquake

Hydro Power to Rain Dance
