didnt drop hp and extra loot

It's not a bug, it'a a nerf change.

Health drain from Despoil mod only happens if any dead bodies are in range of your Desecrate, and the Desecrate successfully happens. Also,l now there's chance that Desecrated bodies don't drop anything, maybe that's what you're experiencing as well.

Desecrate is also a toggle now, so don't spam the ability, either. just use it, and it'll stay on, for as long as you have health, or energy, depending if you have despoil.
