Focus mastery increases the cooldown?

I've got Varazin focus (main skill of which is Mending Tides), and under the Mending Tides Mastery node it says it reduces the cooldown on Mending Tides. Thing is, when I open the tree, it says "165s" above Mending Tides (which is the cooldown length, right?), but when I click Mending Tides Mastery, that number increases to 180, and doesn't change when I pour in 75,000 focus for the first level of it. So what's going on here? Is it a UI bug? Does the number not mean the length of the cooldown? I'm very confused.

As a side question, I've spent focus to unlock other nodes in the tree, but haven't put any focus into them apart from unlocking them. Are they active now or not?

Black out skills are deactivated.... Redish skills are activated.

They are automatically active when you unlock them and you have to de activate them.

Ohhhhh. Okay thanks, that makes a lot more sense now.
