It has to be in use for it to take effect, won't gain any affinity when holstered.

but wepons gain affinity when it's holstered, thats why we can maxed out 3 wepon together in bere or any other xp farm

The syndicate proc only works when it gains affinity. Weapon affinity and the proc are separate and it requires the weapon to be active to use the effect, whether it's kills you're doing or nearby players adding onto that affinity gain towards the proc.

As far as i know it doesnt trigger effects, but it may be able to gain some charge-up for it.

No syndicate effect happen when holstered, the syndicate bar only gains affinity when equiped.
