Can you help me make my PC better?

So while I don't have a toaster PC, it's not as high end as I'd want it to be. I can run Warframe at a decent frame rate (25-40) with nearly maxed out graphics . Sometimes though I'll get this crazy frame rate drop to around 10, and it's nearly unplayable. So I figure might as well try and fix it. The only spec I have on me right now (typing on my phone) is my graphics card, which is a Geforce 8800 gtx. Should I get a new one? Maybe upgrading to windows 10 would help? What do you guys think.

I'm running a fairly cheap rig but it can run Warframe no problem. My specs are

• AMD Phenom II 965 Black Edition
• EVGA GTX 570 SC
• 14GB DDR3 RAM

I can easily run on max settings and average about 130-150fps in the liset, about 60-80 in-game (40-60 if I'm playing miltiplayer).

I'll definitely do that when I can. I guess my main question would be which is the best graphics card that isn't crazy expensive?

My PC is only 2 years old so cant really help.
