The issue is that Warframe uses P2P connection for its servers, meaning that one player is a host while the others are clients. If you got the option to extract alone then its possible that the host could just extract whenever, forcing a host migration or the cancellation of the mission. Considering the game can choose a better host from a given group of people depending on latency, and considering public joining, it wouldn't really be fair for the host to not be able to extract while others can, or for clients to have to deal with migrations. Same problem as with a Kick function, it's nobody's server so nobody has the right to exclude others.

The difference is that in a defence mission the combat has ended, you have a clear choice of whether or not you want to leave, and you have knowledge of who else is leaving. If you are well into a survival and the player carrying your team/a Trinity/a valuable CC frame decides they're done and extracts, then you're suddenly missing a very important part of your team without warning. When people leave in a defence it tells you if they are leaving; you're warned that your Frost or CC is about to leave and it's up to you to decide if you can keep going without them, rather than them just disappearing and leaving you for dead.

How I would design it is even if let say the game isn't over in Extraction, other players should and would be warn that other player would leave but said players won't be able to extract unless all Excavation are completed/destroyed but of course it can be abused since a player can just spawn another over and over so the workaround would be the Excavator will only start again if all players triggered it just like how the countdown starts when at least majority of the group is at the extraction (this however is only for public matchmaking).

Unless they're deliberately trolling, 90% of the time people are going to make their choice on whether to stay in defence immediately as the round ends.

The issue with that system is that:

a) it's only viable for Excavation, survival and realistically all other mission types need a solution.

b) most of the time teams split up to do extractors, if they had to have a majority of people go to a new extractor then people wouldn't be able to guard an existing one/go to another one. People would get very mad at this change because it would drastically increase the downtime between extractors, extending excavation playtime with no rewards.
