Axi E1 Relic drop chance?

I have been farming Xini, Eris for literally hours, and still haven't gotten it. Is it really rare? Am I farming the wrong place? I only need the Frost Prime helmet to build him, but I'm starting to get the feeling that it's impossible for it to freaking drop for once...

Xini doesn't drop that relic. Try on Eris Kala-Azar; Lua Stöfler or Pluto Outer Terminus. It have a ~5% chance of drop on rotation B and ~7% on rotation C.

just got one from Hieracon, Pluto on rotation C and it's about a 7% chance on getting one Axi E1 Relic

The E1 seems exceedingly rare.  I opened 50 relic packs before obtaining 1.  I've since been farming it almost non-stop (did play TWW this weekend) and have gotten a grand total of 2 more.  I got mine in Hieracon and Kala-Azar (1 in each).

I've farmed all of these places a ton recently, still nothing.

Imma just give up. There's no way I'll ever get it at this point.
