Is Rifle amp or Growing power better for titania?

Depends on what kind of support you want to be. If there are many casters in your team, like Ember, then Growing Power for sure. If it's a boss fight, or most frames don't rely on their abilities so much, then take Rifle Amp instead.

Rifle Amp is additive with base damage mods like Serration and Heavy Caliber.

Growing Power is additive with power strength mods.

Growing Power will give you a bigger boost, assuming you aren't using Blind Rage, but requires a status proc to activate (which shouldn't be difficult to get if you are using the Dex Pixia).

...Man, I wish I was kidding when I said that...

Technically Rifle Amp gives the +27% to all team mates' Rifles while Growing Power gives Power Strength which is not as commonly used. It really depends on your team comp in the end.
