Have you tried unparking your CPU cores?

It usually doesn't help much on previous iterations of AMD CPUs, so I'm not sure how much it will help in the Ryzen series, but unparking CPU cores does give a considerable performance boost on Intel CPUs, and it might work for Ryzen too considering the radically different architecture over older AMD CPUs.

This may be related to a problem I've been seeing in Warframe recently.
I already discussed it with a DE member, and hopefully they're working on a solution. But yes, it does seem odd that Multi-threaded rendering doesn't have much effect on the overall load on the CPU, I myself see it mainly on my first 2 cores. (out of 4), with a i7-6700K)

I wouldn't recommend changing anything with your system settings trying to fix this problem, if your PC can run those other games you listed for example just fine, this isn't your system's fault. It's the Evolution Engine, and Warframe itself.
