The missions are on Phobos, Saturn, and Neptune (?), which have their own planetary drop tables. The fact that the drop tables were shifted during an event doesn't mean they're obligated to do it now that the missions are a regular part of the star chart. Moreover there is a high demand from a big part of the community to add more places for mutagen samples to drop. They can even be a bit more rare than during the event.
