I have a Cycron Riven with the following stats: +86.6% status chance, +42.8% magazine capacity, +45.4% reload speed, -73.3% ammo maximum. When I have this Riven equipped and I'm using my Soma Prime which normally has 800 extra ammo, it's showing I can only carry 213 extra ammo. Is the negative ammo maximum that is equipped to my SECONDARY weapon directly affecting my PRIMARY weapon's max ammo? It sure seems like it.
