Every energy weapon is made for killing corpus. it would seem there is a lot of infighting among the corpus guilds. Problem is, we're not fighting other alien races that are somewhat different to us. Chances are, the weapons we can research now are only Riot Weapons designed to 'calm' their populations. That would explain why we haven't seen fusion or railgun weapons yet though they already exist in MOA form. There are 'big game' rifles designed to kill large animals. Though, since lions are basically larger, meatier, stronger humans with claws and a chocolate allergy, they're pretty good against us too. A more apt analogy might be chemical warfare. We make incredibly effective pesticides and fungicides and herbicides for the mass murder of things that aren't us, while categorically banning chemical and biological warfare weapons that are effective against humans. When you think about it, Corpus weapons being highly efficient at killing Corpus makes a lot of sense - it's a very deliberate design philosophy. The Corpus know that armour can be strong to X degree, since they have forged armour and machines that strong. Therefore they need to develop a weapon that can split armour of X degree, in case they ever encounter an opponent as well-armoured as they know they can be.
