As high as you can comfortably bring it, ideally. More importantly, elemental mods play off of the weapon's adjusted damage after Serration is applied. If you are trying to squeeze the most out of your DPS, make sure to use appropriate elements:

Armor Piercing / Electricity for Grineer.

Electricity / Freeze for Corpus.

Fire / Freeze for Infested.

105% IS fine. But taking it further is worth it. I mean its 15% each level. So 105%, then 120%, 135%, 150% it'll add up! And it's great to have a tough goal to keep you motivated :)

 

I had 120% for a while, and I was abolutely fine with that though.

I have mine at 135% and it seems to do pretty well, however I find that in Tower 3 defenses it takes a good few clips of ammunition to take down a corrupted heavy, orokin osprey or ancient. You can't rely on mods that do specific elemental damage to one group, so I am looking to max out at least one serration mod to 165% specifically for when the enemies reach level 120.
