Does Harrow's Penance (2) buffs affect allies?

I was under the impression this whole time that when I use Penance, all my allies get the fire rate/reload speed buffs and what not. But after seeing another Harrow smack himself right next to me, I saw that I didn't get any of the buffs. So does only the healing aspect of the skill carry over to allies, and not the buffs?

The only thing Penance does is heal all allies', including himself, health in range for a percentage of damage dealt by the Harrow that used it. The attack speed and reload speed buffs only affect the Harrow that used the ability.

Penance buffs ( reload and fire rate ) only affect Harrow himself and allies get healed by Harrow's shots / kills.

That's disappointing, I'm not gonna lie. I was hoping it affected them like Volt's buff does. But regardless, thanks for clearing it up!
