Her parts drop from sanctuary onslaught ( NOT elite sanctuary onslaught as some people think), drop rates are:

Chassis Blueprint (8.33%) on rotation A

Neuroptics Blueprint (7.69%) on rotation B

System Blueprint and the Warframe Blueprint both have (5.64%) of dropping on rotation C

If you are wondering how many zones you need to do for rotation ABC, here it is:

2 zones (rounds) = Rotation A

4 zones = Rotation A

6 zones = Rotation B

8 zones = Rotation C

Rotation goes AABC and starts over again after receiving reward from rotation C. Basically you need to do 8 zones or rounds to get rotation A, B, and C rewards.

Preempting your next question and quoting from the wiki ....

"Ivara's components can be obtained from Spy missions (including Nightmare Mode) depending on mission level. Alerts and sorties do not reward identified caches therefore are exempt. All parts are in Rotation C of their respective reward tables, meaning they require three successful data extractions to be an eligible reward for the mission"

Great question answered now I have another one how you do get Mesa

Warframe.wikia.com is a great place to go to find locations information, and some basic frame and weapon info and loadouts, it'll save you time and patch note reading it's also supported by DE and the devs even have put in info themselves

Quoting from the wiki....

"Equinox requires a unique method to craft: Tenno must forge both the Equinox Night Aspect and Equinox Day Aspect in the Foundry – each of which requires its respective Neuroptics, Chassis, and Systems – before the Warframe itself can be built. Component and Aspect blueprints are acquired by defeating Tyl Regor at Titania, Uranus; the main blueprint can be bought in the market"...
