I once saw Wally after finishing a mission. He was sitting, he cause my operator is a bro, next to the frequency scanner next to the ramp that goes down to the arsenal. 

For a good minute I just stood there staring him down, he didn't say a damn thing until I took one more step and then Hey Kiddo! 

Like, what? You know I've been watching you too ya lil freak. Hey to you too.

The real thing is if you get close enough to see their eyes. Certainly gives new meaning to "the abyss stares back". That and they're seemingly kind of smug...

I only had it happen to me once after i finished the quest, him just sitting at the Nav. Still, i imagine it can take u by suprise but hey! thats the fun part!
