Tier 5 bounty seems happy to dish them out (I'm getting average of 2 per bounty). But I don't get the same vibe from Tier 2 and Tier 3 for Lith and Meso. I was thinking ESO might be best for the others but there's so many relics in the drop table that the chances of you getting the one you want seems too slim.
