Matheoryon
I currently have it at a limited of 144hz since thats my panels refresh rate, but it only hovers around 136 instead, so why 8 less?

Because your PC cannot handle an output of 144 Hz in WF correctly? Mine is unlimited, it generally is 150 - 170 FPS. So, slightly above my refresh rate. No, it works and if I have no limit It will spike up to the 400 range in fps, but there really is no point in running my gpu that hard since I cant get my laptop panel to overclock higher then 151hz. GTX 1070 is the gpu.

But so what? That is meaningless. You need to look at more than just the GPU, because that is not the only thing that effects the frame rate. Solo vs Group. Host vs Client. Time in mission. What is happening. CPU/RAM etc.
Matheoryon
Its a software bug at this point, the ram, gpu, cpu are all good enough to run the game at max. Typically on solaris, it averages around 70fps during a busy session, but going outside averages around 130. update: I think I solved this If I set refresh rate in game to no limit, and Choose "highest available" refresh rate in nvidia controller, that seems to limit it to my panels refresh rate rather then being at its literal highest. I also set a frame rate limiter to 158fps via nvidia inspector, and im not sure if thats having any effect or not.
