...It's not. You don't even get to equip it in any manner. 

To clarify, exalted weapons are channeled abilities that have their own unique tab in the arsenal that is seperate from their equivalent weapon type (primary, secondary, melee), the only exalted weapons belong to:

Excalibur

Mesa

Titania

Valkyr

Wukong

So what's Garudas Talons considered?

And why does Excaliburs "Exalted" Blade the only weapon that's has Exalted in the name?

And is it possible to use Garudas Talons in a Sortie with Secondary only, Sniper Only, etc..

It’s because Excals the poster boi and we needed a name for these “channeled ability weapons” do we called them exalted.

Garudas claws are specified as a “frame specific weapon”.  They cannot be used on sorites that lock out use of melee weapons.

I don't understand why Garuda went against the grain with having a Warframe weapon.. It's not fair compared to other frames...

Because everyone wanted her to use her claws in melee combat and DE didn’t want to just give her exalted claws so they gave her a unique feature to separate her frame other frames.
