If you've researched and built the Landing Craft Foundry Segment (in the Tenno Lab) then the Air Support blueprint will be ready to craft in your Foundry. You craft the charges and put them in your Gear wheel, then when you're in a mission you activate them to throw a target ball on the ground. The Air Support ability will then hit that area.
