The Levels : 20-40 bounties seem permanently broken at the moment. This mission type is usually the first or second mission so without the spawns it just breaks the bounty. So, nearly 2 years later, hate to necro but this literally just happened. 4th body didn't spawn until 10s remained and therefore absolutely no way to reach the investigation area after.
