It could also be that somebody at the cafe has been cheating and got the whole cafe banned, I have heard of this happening before. I think reposting is a forum offense, if I'm not wrong, don't remember the rules very well. He can use the support tho, and wait for tomorrow, since DE support is at minimum service on weekends. Saying rude stuff will get you muted for a few days to years on warframe chat, but not game banned, so I don't know why you're reposting threads about the problem, as I said above, try asking DE for help, they have an amazing support team, which is rare on games and they will help you for sure... I don't know if the VPN is needed or not (zero experince with Chinese internet) but the key is what IP addres you see when going to www.whatismyip.com. If it is an IP block that address needs to change beffore it will work.. You can probably just shut off the internet connection when the cafe is closed and you will probably get a new one when you switch the connection back on again.
