Considering the fact that using them that way would be what we currently have with Heavy Attacks, no, I don't think it will. They're too slow to really be worth using outside of the Combo buff. You could form an argument for Slide Stacks thanks to stuff like Macros, but Heavy Attacks won't be as strong by comparison.
