A catalyst only doubles "Mod Capacity" meaning you get to put more mods and DOES NOT increase the attributes of the weapon. Mods drop from enemies in the star chart. This is what a mod looks like. Checking your Profile, you're MR14, which means you get 14 minimum Capacity on unranked weapons, and the Catalyst then doubles that to 28.
