Generally i find they spawn better on multi round survival and interception. I just feel that the spawn rates on other missions are rubbish. Tweaking the random spawn time window a bit should make spawn rates a bit more balanced. I know DE worry about people finding exploits to game mechanics they implement but i doubt it would be the case here. Beats players just standing around waiting for a spawn that dosn't always appear.
