I think you have to have more than one to trade it and you can't trade the last one you have at the moment, dunno if it's a bug or not. So your aren't allowed to trade your last copy of a "skill" mod. So for someone to trade away Coolant Leak or Sanctuary, they must have more than 1 copy.
