No new Lich

I've been trying to spawn another Kuva Lich, yet thegame doesn't give me one.

I got rid of my last one and while I run missions on Saturn, where I got most of my previous Liches, I see the lights flicker, but I don't see the message from the Kuva Guards that show that a Larvling shows up.

Is there something I'm doing wrong?

Like with Juggernauts, you have to kill enough enemies, fast.

IIRC it's 10 within 1 minute, or something like that.
