The "fleet footed" decree, would be better to become a 3% or 5%, because as it is, it creates..... running and momentum issues!!! Specifically for those people who enter Duviri for 1-2h, either normal or sp and collect tens of decrees..... soon become.... mini versions of the Flash!!
