They designed it very carefully and intentionally to be what it is. Not quite double the damage but almost. Just a little more crit, attack speed, and status chance but not too much to be OP. You get a little less than double overall effectiveness for double the resources and mastery. It looks like they meant it to be just what it is, an upgrade, without being game breaking. Fang Prime are at the top because of amazing charge damage and incredible swing speed. Dual Ichors are another good example. Dual Ichors are another good example. weren't charged attacks removed?......and channelling increases damage by 50% without mods for all weapons supposedly.....
