Nekros' Terrify Isn't Working Consistently, And For A While Now.

So after a few games in Viver, Eris, I've seen some extrange behaviour with this ability, especially MOAs.

Sometimes enemies, especially MOA, won't react to the ability's effect, and will just keep doing whatever they were doing.
Sometimes enemies while capturing won't be affected by Terrify, which nullifies the usage of it as a panic button on Interception missions

And also, while im at this, i remember back in damage 1.0 Terrify reduced armor, and this scaled with Power Strength. I've noticed that now, it only works on Grineer enemies for obvious reasons, is that intended or it was just left unchecked?

1- Terrify's number of affected enemies is affected by Power Strength. Could it be your PS is too low?

2- You said it only works on Grineer enemies for obvious reasons, so where's the issue? Besides certain bosses and certain Void enemies, only the Grineer really have armor. In that sense, why would it reduce armor rating any other units that don't have armor? Since you imply knowing the answer, I'm not sure why you're asking the question in the first place.

Well how do you put fear into a robot? Just Sayan (insert DBZ pun here)

I do know what you mean though, I was rocking my Nekros the other day and was getting this too, I just assumed they were out of range or only so many enemy's could be effected by fear at a time.

1 - I don't think enemies not getting affected get the visual effect, so that's out of the way

2 - I want more opinions on the matter, since before, as every single enemy had armor, it was useful against every faction, because it also provided a damage boost, and the reduction was (and is) affected by power strength, providing more than a simple panic button.
