Why do we need this?

All that would happen is that we would slot more damage mods.

What is really needed is reworking of enemies to make them not be complete bullet sponges but have more interesting mechanics to make them good to fight against.

I disagree. I think it would be better for the whole game if we kept 8 slots but made 4 of them for damage mods and 4 for utility. 

There would be a lot of work for balancing department (codename S.C.O.T.T)  but in the end we would have a modding system that offers more customization instead of cramming as much dps as possible
