Best is a relative term. That aside many people regard tonkor as the strongest so far.

 Tonkor for traditional explosive weapons. But in my opinion, it's more to do with the fact you can't kill yourself with it. Still, I generally prefer my Synoid Simulor.

I like Penta because you can explode the grenades in the exact moment you want, you don't need to hit enemies with grenades or wait for explosion. Modded it with Terminal Velocity, Firestorm and the rest for damage. More than enough for cleaning mobs of enemies. Unless they are 100 lvl.

 

And be careful not to kill yourself.

if you want the most damaging one, its tonkor for crit or ogris for raw damage,  

however if you're looking for best explosion inducing explosive gun, either kulstar or angstrum should works, even attica with firebolt or hikou with concealed explosive work too, ogris with combustion beam also made a good explosive gun too.

Just one lone cluster is enough to one shot fully modded frames. in no way a safe weapon =]

Depends

 

Good Control, Very High Damage: Ogris.

 

Terrible Control, Massive Damage: Angstrum.

 

Decent Control, High Damage: Penta

 

Doesnt kill you, Good Damage: Tonkor

 

Unreliable Control, Good Damage: Kulstar

Its all depends what you like. The Tonkor with crit wins in the damage department but the Penta allows you to trigger the grenades when you want to. So it all comes down to how you play. Tonkor also  has minimal self damage.
