And to elaborate, it is players (Design Council) who sometimes (not always) name new warframes, or weapons or augments and so on. If you mean do they ever use those elaborate threads in fan concepts forum. I do not know, but its a pretty big deal when they do. Some of those ideas are pretty brilliant and it would be great if they got used, but they take a while to do so if they choose to use them. Also, a good many of the Warframe Augments have started as suggestions in Design Council, which were then voted on to select the ones that would actually make it in-game.
