Is it possible to record at higher framerates than the game is displaying?

recording at a higher rate than you're seeing on your Monitor will result in duplicate frames being recorded. is that truly useful? i say it... isn't.

which you could... do in a simpler fashion tbh(well simpler depending on who you ask), of editing the file afterwards and doing that yourself, having your Video Editing Software insert a duplicate of every frame after it, and compress the timing back to the same time frame.

you could also render the game at higher Framerates and then record at the higher Framerate.
however that's really not very useful unless you want it for personal reasons - any place you upload the footage to will either reject the datastream or drop frames/transcode to make it 60(or 30)FPS again.

Ultimately, it depends on the software you use.

Shadowplay is capped at 60fps - as are many recording solutions.

OBS can record 120fps gameplay with tweaks to the settings. But just take note, your Hard drive and CPU need to be up to the task of handling that much data.

Additionally, you are going to want to remove V-sync so your aren't running the game at the monitors refresh rate. It is moot to record 120fps when your GPU is only putting out 60fps.
