What does the punch through number mean?

There is no damage decay, except for shotgun, due to distance or penetration. However, how far your bullet penetrates after hitting a surface is determine by punch through. For your example, 1.2 punch through = 1.2 meters. For referencing, IIRC a shield lancer shield is about 0.1 meter when looking at it side view. (i.e. The shield thickness is 0.1 meter.) Some weapons do have innate punch through.

which can be misleading to some as well... Here's a description taken from the Wiki... http://warframe.wikia.com/wiki/Punch_Through

"Punch Through distance only counts the total depth of solid material, ignoring any empty space it passes through. For example, for a listed Punch Through distance of 1.8 meters, a weapon's projectile would be able to pass through two 0.9 meter-thick barriers or three 0.6 meter-thick barriers in its path to the target, all while ignoring any open air it travels through. Once the maximum Punch Through distance has been traveled, or the projectile encounters a surface too thick to penetrate, the projectile stops normally."

As far as I know, punch through doesn't do any damage decay whatsoever.
