We usually stayed until 15 mins on a survival, IDK where exactly but he has a high chance of spawning there. I farmed an extra Ash set before Tyl Regor rework so I never really bothered with him. EDIT: Looked at the Wiki page and found this A Manic will almost always spawn after 14 to 16 minutes in a Grineer Survival mission, or after about 5 Excavators in a Grineer Excavation mission.
