Can i find Fragments in the same mission twice? (Mars)

I was just wondering if i could find a Fragment on the same mission twice?

Yes. Repeating a fast mission type (like Capture) is typically the best way to farm Cephalon Fragments.

To clarify: Every mission you go into has ONE and only ONE fragment. However, complete the mission and go straight back into it and the game considers it another fragment, meaning the scanning is essentially 'X Missions on Planet'.

Almost there.

Every mission with a separate extraction tile (which means everything except Defense and Interception) has exactly one Cephalon Fragment somewhere in the mission. The Fragment spawns in a random location on a random tile and can be seen on the minimap with the loot radar effect. Fragments can spawn underwater in submersible missions, but I don't think they can spawn in Archwing-exclusive missions.

Scanning Fragments is similar to scanning enemies where each Fragment counts once towards the total count. The Cross-Matrix Widget upgrade (double scans) for the Synthesis Scanner cannot activate on Cephalon Fragments.

Also, how can i get a Loot mod for my excalibur? Im only mastery level 3 by the way

Well, there's a few options: Aura, Warframe or (my suggestion) Companion Mod.

Loot Detector and Animal Instinct come from Alerts,
Thief's Wit drops from multiple sources but you might be able to simply get a freebie in Trading, heh.

Thief's Wit is your best bet. It gives the highest radar range of all of the options (42 meters) and isn't too difficult to find.
