The pun could be the old man thing meaning Vay Hek's face, or with the Justice thing in regards to the Vaykor Hek having the Syndicate effect but being unable to use the Justice mod. The last bit could be the Vaykor Hek's tier chosen by the Tenno, or Vay Hek's standing within the Grineer Empire. Or... I could be completely off base. Edit: I was completely off base.
