Best would be to do a build around both of them and then do some math and testing. EDIT: I personly find punch through mandatory on slower guns so Id use the right one. All my builds go with Punch Through, so a mod like that would basically replace my mod for Punch Through, giving me another slot for another damage mod. If you do simple math Punch Through can yield more damage (because a single bullet will hit more enemies, instead of stopping at one). In-depth math might be better to see which one would be more beneficial, but you need a "real-world" test scenario (if you could test either/or and compare), not something like the Simulacrum (because all the mobs will always be where you want them to be in the Simulacrum). That said, as others mentioned, Dex Sybaris goes pretty good with Crit builds, and additional Multishot is always welcome.
