All Tennogen created items (which get the green light and are incorporated into the game) are available on PC. DE is slowly bringing some of the Tennogen content to console. Some items are selected to be brought over on consoles, though not all content created for tennogen comes to consoles. Edit: tenno'd. I believe DE has to get to get the okay from the content creators before they can be brought over to consoles. I'd imagine some content creators have said "no". It's mainly a matter of negotiating with Sony and getting permission for each one they wish to add to PS4, and then get permission from the creator to transfer their content to the PS4. Custom content on consoles are a little bit of a trick to do because of how Sony and Microsoft run things on their respected platforms, but I am sure that the really popular TennoGen content will show up on PS4 and Xbox soon, you just need to be patient.
