How to unlock new mods?

I read from the codex of where the mods drop and been trying to get Mastery Theif mod. 

Other mods seem not to be dropping from the location it is stated on the codex. 

Please help.

Mods just dont have 100% drop rate, you have to be patient.
On an enemy, total mod drop generally represent 3%.

Most enemies have about a 3% chance of dropping a mod, which is then randomly chosen from those it can drop.

I think Master thief can also drop from containers in the Void so make sure you do all the treasure runs next time you are there.

First rule in Warframe, you don't want to famr anything directly, msot happens nearby while maybe farming other stuff, just play some missions while progressing trough the starchart and you at least should have 50% of the mods. Most are also eather from Baro randomly when he comes or even Event mods that are not yet re-implented yes in game trough other means.

Does the 3% drop of mods from enemies calculated by how many mission done or by hours played?

No, calculated every time you kill that type of enemies. Which means, that if you kill 10 enemies that drop a certain mod, each has a 3% to do so, the drop chance doesn't stack in any way.

The entire game is chock full of RNG. Just keep trying.
