It does, Steel Charge is a better option against relatively low levels, whenever you plan to face higher level threats, pick Corrosive. Or you know, scratch that and always pick Corrosive and hope your teammates do the same, completely skipping a single mechanic of enemy scaling is always worth it. 2. It should.
