Reclaiming Broken Sceptor

To any administrators,

I am hoping to reclaim the Broken Sceptor from the War Within quest. I have, indeed, maxed it initially but considering it is a quest-only item that has no exact way IN GAME to be rebuilt, I am hoping that my plea will be considered and be allowed. If not, then I thank you for reading this.
