Same as Cetus standing.  Get standing with Solaris United and use those points for it.

Do the Index to get Credits then buy Deeds from Ticker and trade them for reputation. Some will require resources so you might need help getting them. Hunting for preservation yields a good amount of reputation per animal.

By Fishing and Mining.... for the ideal Kitgun you will have do this on both Fortuna AND Cetus since some of them want Pyrotic Alloy.
