Astilla shatter effect broken?

I like this weapon, but in practice something feels weird about it's aoe shatter effect. As I've learned on the wiki it fires a slug what will explode in 3m radius and deal 70% of total weapon dmg. However, it feels that this is not working while enemies you're shooting face to face are behind the blast but still in the blast radius. To explain what I mean, I share these scheme. Note, that player is standing face to to the enemy. Is it just me, or it is really broken?

Astilla shots have always been broken.

I'm not sure what happens, but my theory is that the shot hits the AoE from the previous shot, and if you keep shooting at the same place, the AoE will just move further away from the target, like what happens (or used to happen) with the Ogris if you had Nightwatch Napalm.
