Symbilist Drop Chance seems weird

In the Codex the Shedu weapon parts are listed as "common" drops.
But from personal experience and based on the official drop table its only 4%.

Those "uncommon" drops are even more likely.

Its the same with the pennant and quellor Blueprint Drops from the asteroid base and galleon Captains and Commanders the Blueprints are listed as common drops yet they also have an extremely low drop chance and unlike the sentients they cannot be rolled for additional loot none of the loot frame abilities work on em...

I thought something seemed weird when the parts weren't dropping much from the Symbolist. The codex has them as common but they sure don't drop like common drops. It seems the codex list got the common and uncommon drops flip-flopped.

Warframe uses a dual drop table system, consisting of the chance of a drop list activating and then the chance for the specific drops in that list to drop.

There is 4% chance for the Symbilyst to drop a Shedu part and the chance for the 4 parts is then evenly split into 25% each (which means that there is a 1% chance to actually get a specific part). The Symbilyst also has a 25% chance to drop a mod (and within this table there are 3 mods with 30.56% chance and 5 ultra-rare mods with 1.67% chance each).

The drop chance of the "weapons bp" is 10% respectively, then split into a 50% chance for either Pennant bp or Quellor bp (which means that there is a 5% chance to get a specific weapon bp). The commanders also has a mod drop chance and a resource drop chance.
