DoveCannon
27.5.5 - 28.0.4 Garuda's Talons are still unaffected by Blood Rush, Weeping Wounds, and the Gladiator set bonus. Exalted melee weapons are still unaffected by the Gladiator set bonus. All of these mods are still equippable even though they have no effect.
NightmareT12
I don't remember them changing their stance on this so I'm surprised they're equippable, but these mod/effect kind are supposed to have no effect on exalted weapons as it was considered too OP on them (I am unsure if Garuda's Talon is counted as an exception to this rule due their nature). DoveCannon
Garuda's Talons have been treated as a regular weapon as they aren't from an ability. They have always been able to equip mods like every other melee. Exalted melee have not been able to equip acolyte mods. Blood Rush and Weeping Wounds. But they were able to equip and benefit from Gladiator mods.
--DSP--Snap47
Can confirm. Can I just also say, how absolutely hilarious this is - after months of break I've taken with warframe, I was beyond excited that her talons got buffed. Went ingame to test, and planning on checking out all the new "content" annnnnd it's freaking broken. See ya DE.
DoveCannon
That was about my reaction. After seeing the buffs I thought I'd give the talons another shot. Couldn't even put a dent in my normal Simulcrum test targets.
