Hydroid rework with no new animations

Hydroid could be made good (at least playable) with a few tweaks. None of which would require new animations making it strictly a dev fix that art team wouldn't need to be in on.

Tempest Barrage

  • Bring back armor strip to his 1 via its augment
  • have its range be based on range mods rather than a long hold cast

Tidal surge

  • give it a tap hold mechanic where one you travel one you summon a wave that pulls enemies to you

Undertow

  • Change damage type to slash from impact (lore reasoning sharks or some such creature in the water doing damage) have its DPS formula be similar to Grendel's 1 so stuff actually dies relatively efficiently
  • instead of the tentacle on mouse click  Shoot out random fish from each planet (may require an animation) 

Tentacle swarm

  • For the most part is ok but forcing a mag status would help at least with CO
